



Where's the Money ?
For many years now, we have been asking our government “Where’s the
money?” Before this question can be answered, we need to identify all of
our Tribal income/revenues and also the expenditures. We cannot find
the answers in the completed audits. The audits cover only the material
that Tribal administration allows. However, the audit findings should serve
as red flags, warning the Tribe of identified weaknesses and non-
compliance with our contracts. The fact that the Tribe has not resolved
the prior years’ findings (all 13 findings), tells us that not much has
changed & the Tribe has made little, if any, progress in correcting the
fiscal mismanagement up to the end of FY2009. At the community
meeting for the review of the FY2005, FY2006, FY2007 & FY2008
audits, weaknesses and false financial reporting were identified. We were
told it didn’t matter, the next audit will resolve the errors. The community
meeting for the FY2009 audit that was scheduled for this past September
was cancelled by Chairman Wiggins indefinitely. Membership is still
waiting for the promised Beloit Casino Project’s historical financial
account. There has been no monthly financial report provided to the
Membership since the July report given in August, making it 6 months of
financial reports still overdue. Meanwhile, as we’re waiting for answers,
more questions keep popping up…
Because of the many questions and the information we will be providing,
we will feature a number of articles that pertain to these concerns.
