APRIL REGULAR MONTHLY MEETING NOTES
4/1/09
Meeting was called to order by Eugene Bigboy. Roll call taken. Bernard Lemieux absent. Chairman Bigboy
states the absence is excused. Bernard is sick. Financial reports were tabled. Minutes for 3/4/09, 3/6/09 &
3/11/09 were presented. Noted three corrections needed before approval. Question asked if Secretary Ford
uses tapes to do the minutes. Secretary Ford responded that she uses her own notes & refers to the tapes
only if she needs to. No vote taken to accept the minutes. Question by Member regarding minutes to the
meeting regarding the Economic Stimulus Proposal & wanting to know the status & if payment was made to the
company that drafted the proposal. No response from the Council. Member asked to have the Economic
Stimulus Proposal added to the agenda for discussion. No response from the Council. Member raised question
about the meeting minutes not publicly posted. Secretary Ford stated she wasn't aware of posting minutes &
that she'll post the minutes in the Administration Building "as a courtesy."
Discussion on monthly reports. Jeff Toman asked if the Council should remove Erick Arnold, Jackie Rose,
Tammy Schiesow & Marge Lemieux from the list of monthly reports as they aren't Department Heads. No action
taken. Edith Leoso questioned the missing reports from Susan Aasen, Head Legal Counsel & Don Wilkes,
Accounting Specialist. No response. Monthly reports accepted.
Motor Vehicle Traffic Codes & Public Peace and Good Order Ordinance items were taken off the agenda.
Member asked about copies of agenda for Members. Secretary Ford said she makes copies for the Tribal
Council Members only!
Five Minute Session:
Question raised by Member about extended leave/prolonged illness of Chairman as he was unable to perform
duties as Chairman since January & whether there was a medical release signed by a doctor. Member wanted
to know why the vacancy was not appropriately filled per the Constitution. Member wanted to know why the
Tribe had two Chairmen per a memo signed by Treasurer Bernard Lemieux & Joe Maday, Tribal Operations
Mgr. Peter Lemieux responded, "I got two checks as Tribal Chairman. We got legal advice from Susan Aasen."
Eugene Bigboy said he gave a doctor's note to Joe Maday.
Member questioned the status of the petition to recall Eugene Bigboy. Jeff Toman said the Council directed
Legal to develop a procedure. Court decided to give to legal for guidance.
Member questioned hiring practices not following the Personnel Policies & Procedures. Discussion amongst the
membership but no response from the Council.
Member questioned the status of the two fraudulent checks cashed at the IGA Store. Secretary Ford said the
matter was sent to the District Attorney. Vice Chair Peter Lemieux said the bad checks are handled by the
Legal Dept. Council Member Bonita Greene said its with the D.A. Member asked if the Tribe received any
money back on previous theft. No response by Council, Another Member asked why some are prosecuted for
theft and others are not. No response from Council. Member asked if any Council Member is going to check on
this. No response from Council.
Member approached the Council & requested that the Council lift a ban imposed by Joe Maday, Tribal Ops
Mgr. He explained that last year Joe Maday banned him from the casino because Joe Maday said he saw him
stick up his middle finger at him while he was at the Community Center. He said Joe Maday banned him for two
years. He said if he tries to enter the casino the guards immediately escort him out. He is not allowed in the
casino restaurant and he cannot participate in the weekly token promotion for all Tribal Members. He asked the
Council to lift the ban. No response from the Council.
1. Alyssa Macy - Wisconsin DOT
As Tribal liaison, Alyssa Macy gave a brief presentation about state contracts for road construction work in
Wisconsin. As contracts are awarded, an agreement with the contractors will require them to include hiring
Tribal Members as laborers for work within a 100 mile radius of the reservation. Interested Tribal Members
should apply at the Bad River Human Resource Office.

Grant application made for the sole purpose of purchasing equipment for the Game Wardens & Bad River
Police Dept.
